Item 20A.3 is a part of a telephone conversation held on May 28, 1963, between President John F. Kennedy and Senator Russell B. Long of Louisiana. They discuss debt limit legislation, Presidential election prospects, Louisiana politics, and Louisiana’s gubernatorial election prospects. [White House Operator?] places the call at President Kennedy’s request and then machine noise precedes the conversation.
