Byrne; Vice Presidential aide, Clifton C. Carter. An American flag is visible in foreground. The photograph was sent by David O. Belew, Jr., to Mr. Byrne on January 13, 1964.

The hotel marquee reads, "Welcome Mr. President." The photograph was sent with a letter by Mr. Belew to Mr. Byrne on January 13, 1964.
