President John F. Kennedy speaks at ceremony honoring the achievements of the Federal Vocational Rehabilitation Program. The ceremony commemorated the program’s rehabilitation of 100,000 people who were trained for a new vocation after becoming disabled. Back row (L-R): President Kennedy; Mary E.
