This folder contains material pertaining to a request for comments from the Council of Economic Advisers on proposed reports by various agencies on enrolled bill H.R. 11, which would amend section 2(b) of the Clayton Act, as amended by the Robinson-Patman Act, to provide that a businessman may in good faith meet the equally low price of a competitor only if the effect of such action may not be substantially to lessen competition or tend to create a monopoly in any line of service. There are proposed reports with the opinions of the Small Business Administration, the Federal Trade Commission, the Department of Commerce, and the Department of Justice.
