This folder contains material compiled by Walter W. Heller concerning the administration of the Brookings Institution study on "The Outlook for the U.S. Basic Balance of Payments in 1968." Types of items include letters, memoranda, drafts, articles, and notes. The majority of correspondence is with project director Walter S. Salant. The file also includes a paper by Richard Goode titled "Educational Expenditures and the Income Tax," and a speech by Robert D. Calkins titled "Observations on the Role of Economists in the Shaping of Public Policy."

This folder contains material pertaining to the Committee on Federal Credit Programs, which was formally established in March 1962 to review the legislation and administrative policies relating to Federal credit programs and assess their effectiveness in terms of the nation's goals. Walter W. Heller represented the Council of Economic Advisers on the committee. Note that while the original folder title is related to a specific meeting held at 2:30 p.m. on 30 October 1962 at the Treasury building, the folder also contains more general information about the origins of the committee and its work. Types of material include correspondence, memoranda, drafts, meeting agendas, and press releases. There are drafts plus a final published copy of the Report of the Committee on Federal Credit Programs to the President of the United States (11 February 1963). The file also includes a Brookings Institution report on the outlook for the U.S. balance of payments, which is likely misfiled, and an analysis of Federal credit programs by the Bureau of the Budget.
