President John F. Kennedy standing with delegates to the Pan American Highway Congress at a reception in the Rose Garden of the White House. Federal Highway Administrator Rex M. Whitton, who is standing to the left of President Kennedy, sent the photograph to Evelyn Lincoln with a letter dated June 10, 1963. The letter indicates that President Kennedy had just called public attention to "a lady who had taken off her shoe and which of course received quite a laugh from everyone, as you can see."
