In his speech the President discusses the upcoming 1962 Congressional elections and the importance of a Democratic Congress in order to implement new legislation regarding health care, housing, education, employment, natural resources, and social services. Materials in this folder include a memorandum, draft, press copy, and reading copy of the speech. Of note are several items with handwritten notations by the President.
