Kennedy and Senator Mike Mansfield of Montana. They discuss economic and military assistance to Latin America and legislative strategy on a civil rights bill. Item 28A.5 is a brief telephone exchange on October 30, 1963, between President John F. Kennedy and a [White House Operator].
