Ball, Under Secretary of State for Economic Affairs, regarding the United States and trade including tariff negotiations, expansion of agricultural trade, suggested legislation for 1962, the U.S. relationship with the EEC (European Economic Community), and the common external tariff. Also included in this folder is a report on the conclusion of the GATT (General Agreement on Tariffs and Trade) negotiations in Geneva, Switzerland. Of note is a telegram from President John F. Kennedy to former President Dwight D. Eisenhower.

Also included in this folder are articles regarding former President Dwight D. Eisenhower and the Morgenthau Plan to control Germany after World War II; and a letter to Schlesinger from journalist and author Theodore H. White discussing White’s trip to Asia with comments on Communist China, Vietnam, and the U.S. Department of State.
