President-elect Kennedy begins the press conference by announcing the appointment of Governor Stevenson as the United States Ambassador to the United Nations. Governor Stevenson states he has not yet accepted the position, and remarks on the importance of the United Nations.

Also included in the report are the creations of a Military Advisory Council, and new positions of Chairman of the Joint Chiefs of Staff and Assistant to the Secretary of Defense for Arms Control.
