This folder contains Walter W. Heller's correspondence with the Federal Reserve System Board of Governors. Types of material include letters, memoranda, press releases, speeches, and news clippings. Most correspondence is with William McC. Martin, Jr., chairman of the Federal Reserve System. There are numerous speeches and Congressional testimony by Martin, J. L. Robertson (Board member), Ralph A. Young (Board adviser), George W. Mitchell (Board member), and Woodlief Thomas (Board adviser). Other items include several issues of the Federal Reserve's National Summary of Business Conditions (March-May 1963), and a paper by Paul F. McGouldrick commenting on the wage-price guidelines recommended in the Council of Economic Advisers 1962 Annual Report. Note that the file also contains several misfiled speeches by members of the Federal Home Loan Bank Board.

This folder contains material pertaining to speeches given by individuals other than Bernard Boutin. The speeches were collected by Boutin along with related correspondence. Authors include James K. Carr of San Francisco; Senator Thomas J. McIntyre of New Hampshire; Governor John W. King of New Hampshire; Philip L. Graham of the Washington Post; FBI Director J. Edgar Hoover; President John F. Kennedy; C. Douglas Dillon, Secretary of the Treasury; Charles J. Hitch, Assistant Secretary of Defense; and William McC. Martin, Jr., Chairman of the Board of Governors of the Federal Reserve System. There are also numerous White House press releases of remarks by President Johnson; the platform booklet from the 1964 Democratic National Convention; and three items published by the Democratic National Committee: "Some Hard Questions about the Civil Rights Act," "A Goldwater Primer in Five Parts," and "Goldwater Contradictions and Shifts." Note that file contains some draft statements about the General Services Administration that were written by Boutin for other government officials.

McMurray titled "The President: Leader or Institution."

This folder contains material collected by the office of President John F. Kennedy's secretary, Evelyn Lincoln, concerning the Federal Reserve Board. Materials consist of a statement by Chairman of the Federal Reserve Board William McChesney Martin before the Joint Economic Committee, a speech by Martin titled, "Monetary Policy and International Payments," and a memorandum for the President regarding the balance of payments.

Sound recording of a meeting held on September 12, 1963, between President John F. Kennedy and economic advisers. Participating advisers include Secretary of the Treasury C. Douglas Dillon, Under Secretary of the Treasury Robert V. Roosa, Director of the Bureau of the Budget Kermit Gordon, Chairman of the Council of Economic Advisers (CEA) Walter Heller, Chairman of the Federal Reserve System Board of Governors William McChesney Martin, CEA member Gardner Ackley, CEA member John Lewis, and Assistant Director of the Bureau of the Budget Charles Schultze. They discuss economic spending, military pay, and the likelihood of a recession. Please note that this meetings was opened in 1983 as part of the Tax Cut tape release package.
