They discuss a Lucius Clay report on foreign aid and suggestions for revisions. The dictation belt skips occasionally. Item 13A.2 is a telephone conversation between President John F. Kennedy and Governor Harold E. Hughes of Iowa. They discuss an appeal for clemency on behalf of a prisoner awaiting execution in Iowa. Occasionally, the dictation belt skips or there is an echo. The recording of this conversation ends abruptly and continues on Dictation Belt 14A.Transcript included.
