Topics include Vietnam, Laos, a proposal to increase the size of the United States Army and conventional military forces, and the swiftness of U.S. responses to messages from the Soviet Union. Also included in this folder are background memoranda on the Geneva Protocol of 1925 and actions of the U.S. in relation to the Protocol.

Topics include details of the Memorial Day wreath-laying ceremony, U.S. military deployments, the World's Fair Exhibition in New York City, and changes to the music system in the President's bedroom and Oval Office. Of note is a letter dated March 4, 1961 from Ambassador W. Averell Harriman to the President regarding a conversation between Harriman and President of France Charles de Gaulle.
