This file contains Department of State telegrams regarding United States policy towards countries in Africa; the apartheid policy in South Africa and Portuguese territories in Africa; and potential repercussions for apartheid by the United Nation’s ECOSOC (Economic and Social Council). Also included in this file are reactions from African countries on President John F. Kennedy’s message to the U.S. Congress on civil rights, and a memorandum by the Central Intelligence Agency (CIA) titled, “The Addis Ababa Conference and Its Aftermath.”
